From June 21 to July 4, the Catholic Church in the United States will again celebrate a "Fortnight for Freedom." It is an observance to remind us of our gift of freedom in Christ, of our civic freedom and religious liberty in the United States, and of the threat to religious freedom occurring with such alarming regularity in many parts of the world. Even in our own country there are disquieting signs of an erosion of the religious freedom that we cherish.
The focus of this year will be on living witnesses to freedom; on 14 women and men of the past and present who have witnessed to our freedom in Christ. The Little Sisters of the Poor are one group of witnesses that carry on the work of their foundress, Jeanne Jugan, who cared for the elderly poor. Pope Benedict XVI praised them for their mission of welcoming Christ in the neediest elderly, and treating them as family and as worthy of the greatest respect and dignity. The Little Sisters of the Poor do not accept guaranteed forms of income and beg for all their funds. They have 27 nursing homes in the United States.
They have entered the national news. A recent mandate from the U.S. Department of Health and Human Services would force the Little Sisters to arrange for coverage of abortion inducing drugs, contraceptives and sterilization in their employee health plans. If the Sisters do not arrange for coverage of these services, they would face massive fines from the Federal Government that could total $70 million dollars per year. The Little Sisters sued the Federal Government in order to avert these fines. Recently, the Supreme Court has decided to remand all the cases back to lower courts with instructions of how to reach agreements that would keep alive the free exercise of religion under federal law. The case is complicated, but the principles are important. Religious freedom exists, not only for houses of worship, but also for those who serve others like the poor and do so out of convictions of conscience — convictions that are part of Catholic Faith. I have great interest in this case and several others where Catholic institutions and agencies want to serve in freedom and serve with their Catholic Faith kept intact and not shredded by government instructions that are coercive in a way unacceptable to our Faith. It remains to be seen how these cases will be re-decided at a lower level of federal courts. We must pray intensely and give our support to these witnesses of religious freedom.
Another witness to freedom being recalled this year is Blessed Archbishop Oscar Romero of El Salvador who preached against the violence and oppression of the poor of his country who were the vast majority of the citizens. His conviction on the power of love and peaceful protest earned him the enmity of many wealthy landowners and members of the military. He truly witnessed to the greater power of freedom and love in Christ, even though this brought him onto conflict with some clergy and with the government. He was killed while celebrating Mass in a San Salvador hospital on March 24, 1980. He has been declared a martyr and will be canonized very soon. Archbishop Romero never sought the limelight as a priest and bishop. What he did seek was a space for the poor and oppressed in his country to exercise their God-given freedoms and their desire for a stable economic and family life. This brought him notoriety and death threats. He did not respond with harshness, but with persevering clarity on the gift of freedom and religious liberty, and the need to promote and defend these basic realities of our human life. He is a witness to freedom.
There are a number of other witnesses to the Fortnight for Freedom who are being called to our attention this year. I hope that some of our readers will go to the website of the United States Conference of Catholic Bishops (www.usccb.org) and find much useful information, inspiration and a call to action on the importance of the issue of religious liberty in the world at large and also in our own country. †
Del 21 de junio al 4 de julio la Iglesia Católica en Estados Unidos volverá a celebrar una "Quincena por la Libertad." Es una observancia para recordarnos nuestro don de libertad en Cristo; nuestra libertad cívica y libertad religiosa en los Estados Unidos y la amenaza a la libertad religiosa que está ocurriendo con una regularidad alarmante en muchas partes del mundo. Incluso en nuestro país hay signos inquietantes de una erosión de la libertad religiosa que tanto apreciamos.
El enfoque de este año será los testigos vivos de la libertad, de 14 hombres y mujeres del pasado y del presente que han atestiguado a nuestra libertad en Cristo. Las Hermanitas de los Pobres son un grupo de testigos. Ellas continúan con la labor de su fundadora, Jeanne Jugan, que se ocupaba de los ancianos pobres. El Papa Benedicto XVI las alabó por su misión de acoger a Cristo en los ancianos más necesitados y tratarlos como familia, merecedores del mayor respeto y dignidad. Las Hermanitas de los Pobres no aceptan formas garantizadas de ingresos, piden ayuda. Tienen 27 asilos de ancianos en los Estados Unidos.
Ellas ahora están saliendo en las noticias nacionales. Un mandato reciente del Departamento de Salud y Servicios Humanos de EE.UU. obligaría a las Hermanitas a hacer arreglos para tener cobertura de fármacos inductores de aborto, anticonceptivos y esterilización en los planes de salud de sus empleados. Si las hermanas no hacen arreglos para la cobertura de estos servicios se enfrentarían a multas masivas por parte del gobierno federal que podría ascender a 70 millones de dólares por año. Las Hermanitas demandaron al Gobierno Federal con el fin de evitar estas multas. Recientemente, el Tribunal Supremo ha decidido remitir todos los casos de nuevo a los tribunales inferiores con instrucciones de cómo llegar a acuerdos para mantener vigente la libertad de ejercitar su religión bajo la ley federal. El caso es complicado, pero los principios son importantes. Existe libertad religiosa no sólo para los lugares de culto, sino también para quienes sirven a otros como a los pobres y que lo hacen por convicciones de conciencia, convicciones que son parte de la Fe Católica. Tengo un gran interés en este caso y varios otros donde las instituciones y agencias católicas quieren servir con libertad y servir manteniendo intacta su Fe Católica y no ser triturada por instrucciones del gobierno que son coercitivas de una manera inaceptable para nuestra Fe. Queda por ver cómo se volverán a re-decidir estos casos a un nivel inferior de los tribunales federales. Debemos orar intensamente y dar nuestro apoyo a estos testigos de la libertad religiosa.
Otro testigo a la libertad en ser reconocido este año es el Arzobispo Oscar Romero de El Salvador que predicó en contra de la violencia y la opresión de los pobres de su país, que era la gran mayoría de los ciudadanos. Su convicción en el poder del amor y la protesta pacífica le valió la enemistad de muchos ricos terratenientes y miembros de las fuerzas armadas. Él realmente fue testigo del poder más grande de la libertad y del amor en Cristo, aunque esto lo puso en conflicto con algunos clérigos y con el gobierno. Fue asesinado mientras celebraba Misa en un hospital de San Salvador el 24 de marzo de 1980. Ha sido declarado mártir y será canonizado muy pronto. Monseñor Romero nunca buscó ser el centro de atención como sacerdote u obispo. Lo que hizo fue buscar un espacio para los pobres y oprimidos en su país para que ejercieran sus libertades dadas por Dios y su deseo de una vida económica y familiar estables. Esto le dio notoriedad y con ello amenazas de muerte. No respondió nunca con dureza, sino con claridad perseverante sobre el don de la libertad, de la libertad religiosa y la necesidad de promover y defender estas realidades básicas de nuestra vida humana. Él es un testigo de la libertad.
